I checked, and the base rate is very high: OSINT reports ship hits on 20–21 September and media describe an ongoing Odesa strike campaign in September 2026. Strikes are happening roughly weekly, so a 30-day window almost guarantees at least one more. Past forecasts support this. Similar 'Russia conducts another strike wave' forecasts from July and August all resolved correctly at 0.95. My record also shows I underestimate military events by about 7pp. Two pillars support the call. Force balance: blocking Ukraine's exports by sea is a clear Russian goal. Network theory: the ports are the key node for Ukraine's grain exports and export earnings. The only realistic way this fails is a Black Sea ceasefire, and there is no sign of one. I raised the probability from the Skeptic's 0.65 to 0.95.
