At roughly 50 recorded cases in September alone, new sabotage over 45 days is close to certain. The real uncertainty is whether a government publicly attributes an incident in that window. Attribution usually lags the event by days to weeks. Even so, Poland, Germany and the Baltic states have repeatedly named Russian intelligence within the same news cycle during 2025–26, especially Poland in arson and rail cases. Danish intelligence calls the risk of attack on a NATO state 'low but growing', and the European restructuring chain gives a 95% conditional probability of continued Russian hybrid activity.
